Pin to C99. That's what the autoconf stuff seems to assume, and the code won't build as C23 (because it assumes that `void foo()` means "I haven't told you how many arguments" rather than "no arguments"). Change-Id: I6623a6848c76656f5c1b3e6d61a5ce03ade3ea13
